EXPERIENCE
- Participated in the conversion of the CASE Corp. Parts Inventory System from a North American to a Global system.
- Worked on problem resolution and system support for complex customer accounts durng the conversion of Ameritech's billing system.
- Developed the network interfaces among the state of Wisconsin's MVS host and financial institutions for KIDS (Kids Information Data System). Wrote and implemented the Department of Administration's procedures for centralized check printing. Assisted with the coordination and testing of various system interfaces among the KIDS other state software systems.
- As a Senior Analyst , Mr. Birr developed the new Records Management Plan for the state of Wisconsin's Child Support Data System (CSDS). Mr. Birr analyzed the system's functions and in-progress conversion activities and then acted as a liaison among the Bureau of Child Support , Clerks of Court and other state agencies to determine user's needs, legal and policy requirements, wrote program specifications and the plan for archiving the system . Mr. Birr's plan is the first of it's kind for archiving
mainframe systems at the Wisconsin Division of Health & Social Services and is expected to become a model for the records management requirements of other systems. The plan is expected to launch the Division's first use of C.O.L.D. products. Mr. Birr also provided support for the CSDS User Hotline.

- Working independently with the department heads and staff of the Wisconsin Supreme Court, Mr. Birr redeveloped applications and converted existing systems running on Unisys equipment for use on PC's and Novell networks. The conversions typically require porting of existing data and the major redesign and enhancement of the software including full multi user support. The new systems make use of advanced Paradox query operations and extensive use of WordPerfect macros for reporting. Mr. Birr provided
technical assistance to the network administrator and trained junior programmers. Projects include the conversion and redevelopment of the Medical Mediation Panels system from the Unisys mainframe, the redevelopment of the Board of Bar Examiner's Applicant Tracking System, Help Desk Tracking, the new development of a Judicial Education Tracking System and a system which maintains the voting record of Supreme Court Judges for the Court Commissioners.

- Designed communication and application software to use PC's as point of sale cash registers for a chain of retail stores. These systems provided dependable, overnight reporting of sales data that considerably diminished the need for data entry and operations staff. Interfacing and auditing controls were included so that other business information such as payroll, physical inventory, purchase order and electronic mail could be transmitted. The communications software ran unattended at night resulting
in savings of telephone and payroll expense. Because of Mr. Birr's foresight in the selection of programming tools and software design the porting of these systems from Apple IIe computers to IBM compatible computers was quick and easy. Was responsible for converting major accounting systems written in Basic and running on WANG MVP computers to COBOL and Basic for use on WANG VS computers. Reporting directly to the company president, Mr. Birr was the principal person involved in the selection of computer
equipment and in determining the suitability of computer equipment. Mr. Birr supervised and trained entry level programmers, operators and data entry staff. His daily functions included trouble shooting and problem resolution for hardware and software at the company's main office and at seventy five remote locations. Designed and wrote computer systems to manage automated bank transfers, gift bonds, warehouse inventory, merchandise distributions, purchase orders, order entry, invoicing, physical inventory
and retail stock ledger.
